i've heard the same thing po po is mentioning where everyone fills up their tankers at the same spigot at the refinery. what i've heard is the trucks will have brand specific additives (like techron) in the tanks so the additive package gets mixed in and ready for delivery when the tank gets filled up with gas.

cheaper/budget stations wont have the same additive package.

i dunno where ethanol is blended; i'm assuming at the refining level and not the fill up the tanker and go level.

(following with what PO PO stated)

I worked for a pipeline company. We had tanks with gasoline and tanks with additives. Each company had their own recipes. When a tanker truck can in for company A, these recipes were plugged in and the additives where added to the gasoline being dispensed. So if it was for Chevron, techron would be added. The gasoline itself was in a normalized state, it was thre recipes that made the difference. Testing was done on a daily basis to ensure products met specific requirements. I am now seeing some stations offering to add additives when you fill up (HEB) so they are doing some of the mixing at the stations now.
