I've used state approved appraisals before and they are excepted, but this was for a bonded title - not just a straight titile transfer. In the case of the bonded title - even thought they told me to get it appraised - they just ignored it and taxed the livin out of me plus all those other fargin fees!!!
My jaw almost hit the floor when he said, " Ok - that'll be $305."

It used to be pretty common for a private seller to agree to say he sold you a vehicle worth, for example, $10,000 for $500 so you wouldn't have to pay much tax to transfer the title.
The state got wise to that and changed the law to increase the revenue.

It's so wrong the way they do it though. It's pretty easy to shop around and find a good deal, then you still have to pay tax on some imaginary value. Even when it's 100's or 1,000's less than what they say it's worth.l

What if you buy a basket case Harley? You pay $1,000 then spend weeks putting it back together and they tax you like it's worth $10,000.
Aint right.

Here's a little heads up for those who are still reading this...

If you buy a trackbike and you intend to NEVER ride it on the street. You can title it as "off road only" (like a dirt bike) and the title transfer fee is, I think $35.
I did it on my GSXR750.

Presumptive value is everyone's punishment for dodging the state sales tax on private sales by having the seller put an absurdly low sale value.

Granted I think it's horseshit to have to pay sales tax on a used vehicle BUT.....it is what it is, and the state plugged a loophole that everyone abused for a very long time.

#1 - It's wrong to charge tax on an item that the tax has already been paid on.
B) I was told to take the bike to the DMV on Washington so they could verify the condition - The guy never got out of his chair.
I went to the courthouse 9 - YEAH not lying - 9 times and got different directions each time. Today was the last straw. He told me I had to have a physical inspection and a pencil sketch of the of the VIN the way it appears on the bike . . . ?? WHAT????
He handed me ANOTHER form so I went right out to my car . .. . I mean the bike, and made a pencil sketch in the little box. WHAT IN THE is that all about? I had about 15 pages of to give him.

Vehicles plated for the road get taxed at every title transfer perpetually. If you like to change vehicles every couple a years you get screwed big time. If this tax is paying for the roads why not raise annual registration fees to actually tax the people using the roads? Currently you can buy a junker, pay almost no tax, run it forever using the roads for only $55 a year. Think of a high priced vehicle i.e. Vette, GTR, Porsche, etc. and how much tax is collected over lifetime of vehicle. I would guess average turnover of title transfer (and subsequent sales tax rape) is about once every 5 years, staggering amount.

I'm kinda surprised nobody has ever file a lawsuit against the state for this.

I always do it as a "trade" I think it's like $10 transfer fee that way.

not true, i recieved my bike as a gift and paid 10 bucks for a gift tax, plus the state fees yada yada bs ended up bein like 75 bucks to title my tl, you just need the gift tax affidavit notarized...including all the gas i spent goin back and forth to the tax office i spent quite a bit more lol
