messed up my bike

i was riding to work and going through a construction site where they were pulling a small cable that looked like it wasnt moving. when i went to cross over the cable they decided to pull it and pulled the front wheel of the bike out from under me. now i have to wait to find out if the construction company will pay for the 1,900 dollars in damage done to my bike.
