When you contract entertainment for an event, you pay up front or they don't show up plain and simple. I'd like to see F1 in Austin too, but I understand if they don't get their money up front they won't want to come.

"come and we'll pay you with the profits you generated us" I just don't think it works that way, especially with Ecclestone when he has other countries wanting F1

They're going to try for 2013 now. They admit there is not enough time to get the deal finalized. According to autoweek that is.
