I agree with you it is perfectly legal to do that and the guy should not have moved the bike. Given an option I would chose the motorcycle only spot (if it was empty and since they were right next to each other.

im pretty sure the guy did move your bike...BUT...you didnt know that when you keyed the jeep. someone else could have moved the bike, parked and left, and he could have parked there after. he MAY have actually seen someone else move your bike and park there, and he parked there after. there is a chance the guy is totally innocent. even if he isnt...YOU didnt wait to find out.

I used to live a few minutes from sawgrass, it's the 5th or 6th largest mall in the states so it gets quite a few tourists for some reason, plus it is only 15 mins or so from the beach, so i would still keep it down as a possible location
