steering head bearing??

Got a questions for you guys..

have you replaced the triple tree steering head bearings and after you tight them down you fill like there is a play still?? when coming to a stop the steering goes back and forward just a bit and you can fill it like they are loose.

long story short.. I replaced the bearings then took the bike to the shop for them to tight them down and check them.. paid for the labor of adjusment and rode the bike home.. they feel the same way they were before but didn't have the time to take it back because I work all day so Now the bike is back in the shop and they are telling me that I need new bearings because this bearings are not tighting down.

any clue? I talked to someone about it and had the same problem and got it fixed with out having to replace anything else...

Any clue?

Did you replace both the upper and lower bearings and the races?
Did you use tapered bearings or OEM ball bearings?
If you did replace the races did you seat them fully?
Same with the lower bearing, did you press it on to the stem till it fully seated?

If they can't get them to torque properly it sounds like something is either not seated properly or they're incorrect.
