I agree.

But I think you should add more technical data. What's the reasoning behind charging based on axles? Is it that vehicles with more axles tend to weigh more and cause more road wear? They can't argue that because Dually trucks weigh a lot and have 6 wheels but only 2 axles. Bike have two axles but only 2 wheels. Some dump trucks can raise an axle when they aren't loaded therefore the weight/wear is less.

I didn't have time to go through the percentage increase per axle but I think it should be a directly proportional decrease for bikes.

if i was in charge of deciding how tolls are charged, axels would be much easier to count compared to charging per pound/ton.

Yeah, I'm sure that's why they did it.

It's still flawed though. You could argue that counting wheels is just as easy as counting axles. And you could argue that the driver shouldn't have to pay more just because the HTRA can't find a more accurate method to assess weight.
