No, a lot of greedy TX politicians made a deal with the Spanish owned toll rtoad that no improvements are to be made to existing highways near the toll road ever unless it pays a huge ammount of money to the Spanish company as compensation for taking business away from them.

SO not only do the tax payers have to pay for the building of any new lanes and improvements, we also have to pay a huge amount of money to the toll road as compensation for a no-compete clause in the contract that TX-DOT has with the toll road.

Something tells me that a few politicians became very wealthy from kickbacks after this deal.
