The fact that the thought of snatching the kid off the back of the bike actually crossed your mind is NUTS. Worry about you and your family and let everyone else be. You are not the authority on anyone other than yourself. While it's easy to judge others, you shouldn't. Besides, without all the facts your judgements are based out of ignorance.

One of the things that is nuts in the world is people who won't get involved to save the life of a child. It is one thing to ignore people who might hurt themselves. Let them be stupid and let Darwin do his thing, hopefully before they reproduce. But when kids are involved a real man gets involved.

Kudos to the OP - next time get the plate and description and phone it in. No the probably won't do anything about it but at least you have done your part and made the effort.
