Seems you need more real data to even begin to make an accurate assessment, but considering one of the aspects to legaly ride w/o a lid is medical coverage...
LOL, you honestly think that helmetless riders are going to buy coverage? Every rider is licensed too I guess. What's easier to spot, a helmet or a license?

See if you can do a track day without a helmet

I'm not worried about me. I'm covered.

For the MS 150:
Quote:
All riders must wear a bicycle helmet that complies with the US Consumer Products Safety Commission Safety Standard.
Why is that?

Driving/riding on public roads is a privilege, not a right. Street signs, traffic signals, seat belts, guard rails etc are all there to protect the people using these roads. I believe helmets fall into this category as well.

Shhh! Don't give them any ideas! Yes, a front plate could be required - and then we'd have to figure out where the to mount it.
I would much rather be tossed from a bike in the instance that I go down, something tells me the chances of compounding my injuries would significantly be increased if I was strapped to a pile of metal and rubber while it was sliding down the road. After all, how often does the rider slide further or even as far as the bike.

The plate thing has always had me perturbed though I wouldn't dare mentioning if I where pulled over for no front plate in my car. (but officer, I don't have a front plate on my bike.) Next day the bill is passed

Many in this thread have no idea what the the Supreme court is. They have been spoon fed their whole life and no concept what rights are or how they are maintained. Many of these same guys are college educated or are currently attending college. College seems to be a gov. aid in the production of Sheep.

Choosing not to wear one causes nobody any direct harm. Forcing someone to wear one causes that person direct harm and loss of freedom.

As I stated in the OP, the argument that it increases medical costs is not valid as you are using one restriction upon freedom to justify yet another restriction upon freedom.

Ah - so it comes down to what is easier to enforce, thereby allowing restrictions on rights under the auspices of making the state's job easier...

Irrelevant. Private land, private organization - they make the rules.

You're really having a hard time with this concept aren't you?
