Is it "voluntary" if you're under 21?

Either way, there is a helmet law. Ha Ha

As Obama recently stated, the sky isn't falling. Everything else is, but not the sky, it's still up there.

So you've changed your mind? You win when the government tells you what to do? Excellent!

On that note, I'm going to start a letter writing campaign to members of the Texas legislature, citing my riding experience and the lack of helmets/gear used by inexperienced riders (including photos) and recommend that helmets be a requirement for all.

How does that taste?

This is an example of what can happen when our right to decide what is safe for us as individuals is removed. This man was issued a ticket for riding his bicycle outside of the designated bicycle lane. I know, I little off topic to the OP but it is related to those arguing the whole "safety" aspect. Sure it's great that there is a bicycle lane, but should there be a law restricting you to it? Similarly would you like to have a Motorcycle lane on the highways? Maybe, sure would remove a lot of danger we face from other cagers but how would you like to be restricted to that lane alone? Again sorry it's off topic but when I saw this on tv I thought there was a close relation to some of the arguments I've seen in this thread.

Back to our regularly scheduled program.

YouTube - ‪bike lanes‬‏

Back to our regularly scheduled program.
I can't see videos at work, but in regards to restricting bicycles to the bicycle lane when one is available, I would agree with it. NOT for safety, but for the flow of traffic reasons. Bicycles are slow and get in the way, holding up traffic.

Same reasons I would support minimum freeway speed limits, but not so much maximums. Or actually using the far right lane as the "slow" lane and the far left as the "fast/passing" lane.

The bigger problem/mistake is the guy didn't know his rights, didn't bother to try to find out what his legal rights are and just blindly paid the fine.
