Please DO NOT RIDE THE BIKE. Let someone take a look, at ALL the issues.

It could be steering head (bearing) issues, and/ or a multitude of several small things, all adding up to one serious accident. You NEED BOTH brakes operating properly, no matter what percentage is being used up front, or at the rear.

what side of town are you located?

Forget about the rear brakes for a bit and FIX YOUR FRONT END! Your house is on fire but you're worried about the flaking paint on your garden gnome. Priorities brother. If you can't use your primary brakes (front) because your front end is loose and the bike jerks around, please fix that issue first before you get seriously hurt.

Your rotors are warped or the bearings in the steering stem are loose or worn.

Brakes - most of the time front is all you need and they do almost all the braking anyway. Rear brakes are good for light braking/slowing but you should get to know how much effort at speed will lock the rear up, so practice (only in a straight line please). in the rain or some other badness, take a little load off the front by adding a little rear braking (a little!) and in a parking lot, while turning the front brake will make your day SUCK!... and in dirt or gravel, or grass....

Engine braking does a good job otherwise for the rear, so I hardly use the rear brake. I could see with enough practice using it on the track along with the front, but I don't have ABS so that could get a little scary!

But using them in conjunction makes the bike pitch forward a little less so it's all about balance.

Mainly - they should both be in excellent condition, and brakes are more important that acceleration, so I would have them checked by someone who knows what they're doing.
