Buying used bikes

Ok, im gonna get flammed, but hear me out. Ive looked at too many threads on this subject and all its done is left me more confused... So my question or questions are: What do you have to do when buying a used bike to properly get the title work done and have it in your name? And anything else i have to take care of upon purchasing, to get it legal to ride in my name. . thanks

Take the title/transfer to the county tax office and pay the tax and registration.

Get a plate.

Done.
