I saw one of the motor officers doing this on 610 during the morning rush hour. I guess it's pretty effective when you can't pull over the whole freeway at once. After he waved a couple to slow down, others took the hint and he would move on.

I beat some harley cruiser in my turbo'd 240 coupe... I pulled up next to him at the next light and I was like "I thought bikes were supposed to be fast." he said "It IS fast... what the do you have done to that thing?"
lol
he was grinning like crazy though I got a kick out of it.
