Nope, but I have done that to a street track bike. I titled a California salvage streetbike here for "off-road use only." About a year later I wanted to sell it and figured it would fetch more money as a street-legal bike so I went and got a green-sheet/insprection, then they re-titled it as a road-going vehicle and all I paid was a $35 re-title fee.
