If the law is the only thing that keeps you from shooting people, you're a pretty pathetic excuse for a human being.

What keeps me from killing those who need killing in my opinion is the simple fact that I recognize that regardless of how irritating they are, they have done nothing to harm me so I have no legitimate reason to harm them. Law has nothing to do with it.

Thats the thing about the "LAW" though.

It won't stop you from killing someone. I mean that in the most literal sense of the word. The law won't, LITERALLY, stop that firing pin from dropping on the primer.

For me? My morals, as well as the fear of legal/criminal repercussions, keep me from killing an individual. (When it comes to self defense though, thats a totally different story)
