maybe I'm wrong.
I would say it is a permit exactly. It is a $200 tax stamp that allows you to own an automatic. And they are all used because you can't buy current production automatic weapons. At least not legally. Anything automatic has to be pre-1986. This is why the prices are so high because demands are way up while supplies are dwindling away each day. A good M16A1 or M4A1 will fetch you close to $20,000 if you own one. Once you get your local LEO signature, you will send your $200 to the ATF for them to process your Form 4 application. This usually takes around 3-6 months.

Doesn't matter what it is for, have to be 18 to BUY it.

Sales to minors are illegal.

So far as the other post about the AR-15, if you are hung up on a name brand, you can build your own for $600 or less. Simple project.

For sales on a personal side, I made up a bill of sale with the same 12 questions as on the standard FFL one, plus a spot for the S/N, DL#, street address and signature. Better safe than sory, even if you know or are friends with the buyer. CYA. If it is ever lost or stolen, your name will be the last one on any official record.
