Ya gotta understand the nature of the beast. You can't do more with less, its just how it works. Even with the new academy classes, new rookies are only trickling out a lil bit at a time. As far as the chickenshit laws that are being enforced, HPD doesn't pull this stuff out their . The people that you voted for in Austin make up these laws. Can't blame the officers for checking dot stickers on helmets, take that up with your state rep.

Sometimes there are 100 calls to run, sometimes there are 0 calls to run. When nothing else is going on many officers run do what they like doing. Some like chasing stolens, getting dope cases, writing tix, etc. More officers will not decrease crime anyway. Crime is caused by sociological factors, economic status, and plain human behavior. Change those things then crime will change.

i'm not blaming the avg. street cop, he's doing what he's told. i'm not criticyzing(sp?) the actual laws. what i'm criticyzing is the allocation of manpower. when crime is up, writing more tickets will only yield so many more warrant people to P/U. while patroling the dangerous apartments, will yield more arrest fore more hanous crimes.

yesterday evening, there were 5 cop cars under the U-turn at 290/hollister. couldn't 3 of them be out patroling the hood. vs looking for ft license plate violations......see my point?
