Illegal because the place he mounted his plate is prohibited or illegal because you don't think it is readable from where it's at?
As far is I know, Texas law is weird on motorcycle license plate mounting on and is more strict than cars. It's more or less officer's discretion in my opinion.

It is ONLY illegal if:

The plate isn't readable within 60 feet
There is no license plate light next to the plate
It has to be 2ft off from the ground
It can't be mounted vertically (a lot of people do that anyways)

I think the way he mounted his plate is a little low but it seems readable from where you are. I wouldn't give him a ticket if I was a cop.

I think its illegal because you cannot see the whole plate due to it being recessed to the point of being un-readable and obstructed by the rear tire.

Its illegal because the plate has to be mouted outside the rear tire. It can't be mounted in th. Fender well.

Here is where I have mine. It is inside the wheel, but it is clearly seen by the vehicle behind me. I have not been pulled once, and have had many cops behind me. BTW.. the dealershit placed it there with a comp werks fender eliminator kit. Maybe I'm just lucky?

Id say lucky. Mine has passed a few inspections where it is placed, but the cops dont care. Havent gotten pulled for it here in Kerrville, but got pulled a few times in College Station for it. One moto cop just laughed about it and said "C'mon, man...c'mon."

I left enough slack in the wiring for the light that it takes about 5 minutes to move it back to the original space and get it inspectioned. $12.50 for the inspection, and usually around $10 for a dismissal fee (that was CS Justice of the Peace pricing, though.)
