It's probably to make the scenes flow smoothly. Actors fussing with the chin-strap when they are supposed to be delivering lines doesn't make for good cinema.

I know why

Because the ACTOR in the Scene riding the Bike is almost Never the Person Riding the Bike..

Let me break it Down.

Actor Gets on bike, Places Helmet on, they call Rolling Action , Then Cut..
then they Get the Real Rider, which Already has the Helmet on and the Scenes is shot..

Two, Most of the time the actor Is shown riding , he is Most likey being Towed on a Trailer so it Looks like he is Riding. Remember There is a Camera Guy Holding a Nice Expensive Camera thats is more then 20 bikes and two stunt men.. and if the Rider is on a bike like TOM CRUISE he most likely does not even have a Helmet on

Plus Movies are never Real time they are shot over time and Edited.
