The weight difference is probably due to the 1.2 gallon larger fuel tank on the ex250.

My DRZ400SM is about dead even in a drag race with a Ninja 250. 14.56 @ 86 for the DRZ, 14.59 @ 87.8 for the Ninja 250. My WR250X runs at least 20% less torque than the DRZ in real world conditions, but it is actually faster than the Ninja 250 in many magazine tests head to head. Tests put it 14.6, same as a Ninja. But it's 54lbs lighter than the Ninja 250, so it gets a big 0-30 MPH jump, but tops out at 90 vs 100 or so. FI helps only so much, light weight helps it more.

My point is, on a bike with 26 hp single vs 33 hp twin, being a tad bit lighter, won't be able to keep up in the 1/4. However, it will make peak power at 8-9000 RPM, not 14-15,000 so it will be much more useable for beginners. FI is huge for newb bikes, These 250's will be running for 20 years, essentially maintenence free. And ABS on a 250 makes them 1/10th as likely to get dropped. I see a big winner for Honda, even at $4500. But I'd guess $4,300 - $4,400 as the starting MSRP, no ABS, maybe $4600 with.
