I did this with my DRZ SM. Had to have it:

1. Insured
2. Inspected
3. Affidavit saying what was fixed to get it legal and safe (nothing really....they total bikes for scratches and bodywork damage these days)
4. Turned in paperwork at local privately owned title office off Bellaire and Beltway and paid $20 over state fees for him to file it and stamp it for me. Got a clear blue title in 2-3 weeks.

But some states have certificate of salvage equivalent to a part out title that says the bike can never be registered. Found this out the hard way on my old SV650 with a California Certificate of Destruction that allowed me to part it out, but never register it again. So, all the parts on it got parted out to a $200 clear title frame, back to blue.

Its up to the insurance company, my 03 gsxr 1k was a salvage title and they gave 100% value when it was totaled.

unless its a certificate of destruction, you can turn it into a blue texas (rebuilt) title, and all is well.
