600rr Solid FI light, bogs with gas

Just reinstalled a new motor in my 600rr. Hopefully everything was hooked up right, but im guessing not.

Issue:
When bike is turned on the FI light is solid
When I jump the wires and try and get a code the FI light doesnt blink it will stay solid or go away then come back
The bike sounds like it has a vacuum leak or something
When I give it gas it just bogs and doesnt rev for

Bike 06 600rr
