You should not take any chances at all.
70 mph in 90 degree freeway traffic isn't the best time to regret meeting asphalt.

i really thought this was a troll thread until patrick chimed in
now i'm just

dude. change your tire. also be sure to paint the entire tire next time. use a good deck sealant so that you dont get another slash. be sure to also regularly paint that thing down with armor all and a stick of butter.

You should definitely put some glitter on that rear tire to match the paint

With all the flaming the answer is most obviously a NO.

It doesnt look safe to ride on, and most likely he should get it replaced... pretty much in a few hours.

that is my two cents, but honestly if he has no other way to get somewhere... find the closest place that can put on a new tire and get there asap.

i wouldnt trust that tire, but if you must ride it, id suggest staying off the freeways and wearing gear! sucks if you end up in the hospital over a 200 dollar tire, but personally i wouldnt trust riding on it

But before you take it in to get it changed, make sure to melt that rear tire off the rim by doing a nice long burnout. make sure to rock the bike side to side to evenly wear out the tire
