Emissions Monitoring?

Well since no one i work with or know can tell me what I saw, i thought i might see if you guys had a clue.

Yesterday morning i was heading to work. I travel 45s towards Dickinson. Well when I took the entrance ramp to i45 i notice they have a sign that reads "Emission Monitoring". Just past that sign was 2 round objects near the ground, like where a exhaust would be, and a camera facing towards the interstate as if to capture a license plate. Any ideas what is going on here? Are they trying to enforce emissions like this now? Oh and the entrance ramp was located just south of 518 in League city where they also have that red light camera system.

Its probably just a study. Like the studies they do with the hoses that cross the streets to count traffic. I did find this though.

They are probably testing before they put it to use. Fuggers are always looking for a way to get our money.

When you see them, accelerate hard to get going and then coast at idle when you go by. You won't put out enough fumes to be an issue at that point.

Some one told me it's for cars that come into houston from nonemission cities. If you come into the Houston area more than 5 times in a given period then they send you a letter in the mail telling you that, you need to get an emissions inspection. I'm not 100 percent sure though.

they're doing it to ensure people are actually within the law (and not buying black market stickers or driving cars which now fail the emissions portion). you drive by, testing equipment monitors your exhaust, if out of spec, it catches your plate number.

I also remember the city doing this in Montgomery county. From what I understand they send you a letter if its out of spec.

Dug up an old tech document here that says they also use these for traffic monitoring. IE entrance speed.

Drive anything 1985 or older. Problem solved. No emissions testing required.

They do this in california only they write tickets, and make you go see a smog ref. One of the boards I used to post on used to talk about stuff like this. I remember them going as far as killing the car before they rolled through it. I've seen them down in league city and on the north side (every time was on I-45). Cant speculate weather they are actaully gonna write a ticket or send a warning, but I might drive around one if saw it..

they started doing that around Clear Lake last year on the Nasa 1 and Bay Area Blvd ramps. Saw them several times.

Probably the fact that it is government equipment and I am sure the charges for tampering with such equipment probably has to be steep. But I think you should try it so we can find out. My are too small to try myself.
