On a suzuki cartridge that oil stop is actually crimped over a c-clip. You gotta whack it down (towards cartridge) to expose the c-clip, and then you can get it off.

True, but removal is neither necessary or prudent.

The correct method of disassembly is to simply unscew the top hat from the cartridge tube and drop the rebound piston through. Remove the piston and do what you need to do.

If you do it the other way and remove the bottoming piston and pull it through the rebound shaft seal, you run the risk of nicking the seal, either with the ridge for the circlip or the threads of the damping rod. Plus, you run the risk of the bottoming piston coming lose and your forks overtravelling.
Most bottoming pistons are not designed to be removed to begin with anyways.

Thanks Patrick. I made some assumptions based on some things I found online.. the removable ones. I'd tried to get that piece to unscrew, but it was so tight that I figured it was either 1-piece or pressed-fit in there and didn't want to fudge it up. Found that Dave Moss video and a few minutes in he unscrews that top.. it was a Eureka moment.
