Solo Unit officers are stop and go type of officers. Traffic control and escort services. To wear leathers in this heat with that type of work, could cause heat stroke or heat exhaustion.

If a motorcycle rider passes out while riding...Well we all know what would happen.

Not to mention to become a motorcycle officer takes alot of training. Thousands of officers apply. 95% of them fail. You have to make that cruiser do things typical of a sports bike.
Many of them are confident of their skills and opt out of wearing it.

All except for the one I've been seeing around hwy 6 / I-10 lately.. Its an HPD, all white, with the police marking in very light grey. Can barely see the lettering until you are directly next to the car. I saw people tailgating him and cutting in from of him getting on the freeway once.. Bingo.

Its pretty cool to watch what those guys can make a 900lb cruiser do. When I lived in OKC, there was one who would always come out on bike nite at the local bar and just sit in the parking lot next door and draw circles in the pavement with his floorboards. Small circles. Not ovals...

I was a trickster in my crotch rocketing days, and i can do all their 'cop tricks' you see on the videos on my 800lb+ harley. They've saved my life more than once. I know yall are all about the gear here, but helmets bother me, i'd rather have the better ability to hear and know exactly where its coming from, along with peripheral vision. dealing with rush hour downtown traffic is intensive.

Boots aren't standard issue but they are required. Jackets aren't standard issue and "there is no way in the city will buy them for us." (Officer statement)

Remind him what he pays for an FLHR/P or a Cop Wing compared to what us peons have to fork over.

As far as the breaks on gear - i can point him to a few places online if he doesn't know. Good isn't cheap, never has been, but there are quite a few sources who provide the po-po with a steep discount if the order comes from a department email address or on department letterhead.
