Galveston is a LOT safer than Houston until the bars shut down and on weekends.

I am all for ATGATT but you know, people in other countries ride around town from Point A to Point B without gear for years...and they continue. It would be another story if this dude was hauling , busting wheelies or whatever. Seawall is like 35mph and during a hurricane I doubt there are any people on the road. Not defending the guy but who gives a fk what he does - his choice, his consequences.
