New chain tension and lube questions...

Installed a new chain along with a -1 front sprocket for a total of 13 teeth, and a +2 rear for 45 teeth. Tension spec is 1.2 to 1.6". I've heard that a smaller front sprocket can be hard on the chain, and this sprocket is freakin tiny. Should I try to get the tension on the loose side of the spec? Now about measuring chain tension - If I apply what feels to me like normal force, it moves about an inch. If I push as hard as I can up and down on the chain, it moves about 1.5". What is the proper measurement?
The chain came pre lubed with a whole crapload of thick and sticky white and it's flinging it all over the place. After how many miles should I clean it all off and spray on my Bel-Ray chain lube?

lube about every 400 mi. or weekly. i clean mine when i can't see the master link

Well I know how often I should lube it, I'm just wondering if the lube on there now would be good for a while. Any one have any ideas on which tension measurement I should go with?
