It sounds like there's not enough free length in the cable. I'm having the same trouble putting an 18mm carb on my 50. I can't seem to get the right cable to go with the BBR bar kit. I have one on order, but if that doesn't work I'm gonna have Barnett make one for me. http://www.barnettclutches.com. Also the cable off a xr70 may work, but I haven't tried it yet.

If the adjustment is all the way in and the cable is not pulled tight does the throttle open and close by turning it with your hand, try taking the throttle off the bars and seeing if it functions like it should, make sure the spring is seated correctly under the carb cap as well, what kind of cable did you put on it, and what is you bar set up?

From what im told the xr 70 and xr 50 have two different carb caps or something like that, so that last suggestion wont work
