and i can get the title for him in a week, he says there is a law that states he has 3 days to return it no matter what, where would i look up this kinda information

ok, so basicly he called me back again, and was very nice this time and told me he called the police and "they could have me arrested but he decided not to press charges" but he would take me to civil court if i couldnt get him the title or his money back soon, and then he told me that, the reason he wanted to get rid of the car so bad was because he got a ticket for no registration and didnt want to pay it, so he wanted to have no proof he ever owned the car

this guy is a tool. You could have him go get the title. Tell him you don't have time.
