from what i have been made to understand...they (police) have a nice bit of time in which to still charge someone, after an incident takes place.

He wasn't charged with "Theft" because he wasn't caught commiting the crime!! He will be charged "If Convicted" with Unauthorized use of a Motor Vehicle. Thats the law on it and has been for a long while....
