Someone write up a convincing email and send it to the various news organizations.

that is how it all starts.


File a complaint against him as well... start creating a paper trail of his actions.

Oh, there's a paper trail and an investigative journalist can find it. Memo's, personnel records, court documents and complaints are all out there.

I hear ya but, You gotta remember that the reason the media exists is NOT to report the news, generate sympathy or prevent public money from being squandered. It exists to sell advertising space.
I think there are enough people who feel kinda ambivalent towards the cops and would be frustrated that one is targeting a group of people. If it was sensationalized in the right way, it could generate enough sales to justify making it a story.
Maybe. Might be worth a shot.

If you want something "done", go to the police station and file a complaint. One complaint will probably end up in the trash...but enough, then they MIGHT look into it...If no complaint is filed then it "didn't happen" and the world is a perfect place.

Just contact HPD and file an open records request for his entire personnel file. Give it 60 days and you'll have an opinion issued by the OAG. They'll redact quite a bit, and withhold any files on open cases, but you'll get a record of all his trainings, certifications and any complaints filed against him as well as the administrative outcome.
Working in the public sector can be a in this regard. Lol.
