painting a frame? legal issues? yes/no?

it might sound like a dumb question, but i might be painting my bodywork and frame- or bedlining it - and i dont know if there are any legal things that i should be mindful of. like the vin number, or the sticker on there... i think its some emissions thing, idk...
i need to know this because my bosses are checking the parking lots at work (im law enforcement) to make sure all vehicles are compliant with state law, and ticketing offenders.

someone like scooter trash can power coat your frame and they lightly powder coat where the vin is so it's still visible

i have thought of powdercoating, but i dont want to completely take apart the bike to do that. i might not even paint the frame. waiting to hear what my paint guy has to say
