well, cops are on it, but non of the coworkers talked to the rider? i would ask around, mehbe he talked to one saying "i gotta leave it here for a bit" then, while doing whatever he needed to get done..

dead reliable front wend would track wherever you wanted to go. sort out the rear shcok rasie the rear ride height and throw on a 180/55 and not that ridiculous 190/50 and that tank would rail.
