I don't know about riding with high-beams on during the dsy (I do it) but high-beams at night will get you a ticket.

This is why you want to fix that. You don't want to be caught in the countryside with NO lights suddenly. Forget about whether it is legal or illegal.

Not to mention being a dbag and blinding on-coming traffic...but the first reason is the more important safety reason I think.

Did you check the fuse btw? and the relay? the ground? why do you think it is the socket or switch?

it is illegal to drive or ride with your high beam on. Within the distance of a coming car, you should turn it off.

[Rant]
This is Houston. No one gives a s*** whether anyone is affected by high beams. There are so many people driving with their brights, with HIDs, multiple lights on their lifted 4X4s and duallies or in their crapy '90s chryslers with the lights angled up and cockeyed that I really don't see tickets as a determent for the average person.
All I can say is please don't drive with your brights, and yes it is illegal.
The "I want people to see me" argument is mostly . People can see you just fine with your low beams and will purposely block their view of you to keep from being blinded. Congratulations, you have now disappeared behind their hand or other obstruction. I am sure that is much safer.
Don't mind me carry on...
[/Rant]

If it is illegal why is it mandatory for passing inspection? It doesn't make sense at all.

you have to have high-beams to pass inspection?? That, I didn't know...

I ride during the day with high-beams on the bike, never use the highbeams in the cage - unless it's out in the country at night, without street lights and very dark - but always turn 'em off when another car comes - that's a dangerous target-fixation wreck waiting to happen!
