I'm not sure what you mean about putting a title back to "Blue", and by saying can't twice in the same question it's even less clear what you want to know but, yes the are titles that are not street legal.
When a vehicle is titled as off road only it can't be ridden on the street, the titled can be changed to a street legal title otherwise it would be impossible to get license plates for a dirt bike.
As for bikes with a salvage title, they can be street legal. Salvage title just means that the bike was totaled by an insurance company. They are used to let any future owners know that the vehicle has been damaged in an accident.

it's very simple. the price will be a bit different if you or a dealer rebuilds the vehicle. Since I rebuilt my bike, taxes were waived.

if the title is "salvaged" to get the title in "rebuilt" status ("blue"), you must bring:
  • Rebuilt Affidavit - Form VTR-61 LINK
  • receipts that show your repairs (listed on VTR-61)
  • Application for Texas Certificate of Title - Form 130-U LINK
  • $65 rebuilt app fee (I may be incorrect about the dollar amount)
  • insurance for the bike/vehicle
  • Proof of ownership (the Title is what I used)
  • state inspection (need the Certificate of State Inspection form)
