They don't represent anything to do with club status or position. My GF's Harley has them on it and she likes them just because she does. She's 51, rides a 800 pound Heritage Softail and generally doesn't see any reason to explain her choice of accessories or too much of anything for that matter...

Some riders just like 'em, but I'm not one of them.

Alot depends on the type. Some of them that look like streamers are jsut for show or maybe the rain thing.

But Aj was kinda right, Not necessiarly in the rank thing but they are/or can be used as a weapon. The ones you see on "club" riders bikes that are usually bradded also have a heavy metal end and quick release clip close to the handle bar so they can remove quickly.

Old school there were many reasons and uses. Channel rain water, repair clothing, saddle bags, seat, tent etc, decoration. Also handy to use to strangle or turnakits. The modern day replacement would be the tie wraps. Hey I just got an idea for my joe rocket jacket.

BC and Sandman are about right. It's mostly style but they whip your forearms when you ride, hurts at first but then you get used to the sensation and it gets to be part of being on the bike and feeling the wind. Like when you were in school and you'd tap your leg or your hand with a pencil until it went numb.

I think they look ghey as on the handlebars but have some on the back of my gas tank.
