The short answer is yes. The more complex answer below...

For 1500-2k you will get a 2004-2007 ninja 250 5k miles up and most of them would not want to go lower than 1800.

I think there are bikes for 1500 that are not perfect but definitely bikes that can be used to learn on. Just like my experience = 900$ bike, 22k miles, carb issues BUT looks brand new. I could swear that if I brought that bike to Motorcycles Unlimited or a shop they would have said: with some work and TLC it would still have lots of life left.

I dont mind a 250. So about transporting....how do I do this? How much are trailers and do yall recommend them? My friend said I can rent a flatbed from Home Depot but I don't see myself doing that every weekend or whatever. Can a bike fit in the back of a crossover SUV? Clearly I know nothing about this. Enlighten me folks. TIA.

many people on here have trucks/trailers that they are more than willing to lend if need be. aksracing is one of them. he also makes some kick- moto hauling trailers.

So apparently the "proper equipment to take it over there" is a ? Good to know.....

The racks that mount to a tow hitch will support a 250. You wouldnt need to tag yearly either.
