Possible Serial Killer

Cliffs Notes: Looks like we may have a possible serial killer in Houston. My question is; If he had already killed not 1, but 2 women, why was he not in jail??? First killing was in 1990, 2nd in 2005. All are women that were strangled and beaten, some sexually assulted. Now he has struck again with a 3rd killing April 2006. He is now being held in Fort Bend County jail. I hope this sicko gets life in prison and gets raped every single meaningless day of his pathetic life.

my question is... How does a guy like that, with murder on his record, get a job delivering packages to peoples homes? I think jobs like that should require extensive background checks.
