I guess I don't really understand the controversy. What difference does it make what someone says about their lap times?
If it's race day they can say what they want, but the score board will tell the tale. If it's a trackday then lap times only count when you are trying to decide which group you should ride in.

When I hear someone I know to be a racer say he does 1:50's I take it to mean he did between 1:50 and 1:51. When I hear someone in the paddock at a track day say he did in the high 1:50's, I take it to mean he did 1:59.99.

after voting i went and found the "rest" of the story.
i think in that perticular context it would have to mean 1:50.000 -1:50.999.
now,when me and my other slow friends r driving back home for a given trackday,we never-ever go into tenths much less hundreths and forget thousanths..........so context is very important IMHO
