I can get you on a nice used big twin (Wide Glide or Softail) like mine for around $7,000 (maybe less). If you're only looking at buying brand new though...you're talking much more than that (obviously) but the used market is flooded with cheap motorcycles!!

I am 6ft6 and ride an FZ6 (Previous gen R6 motor). It has enough power and handling to get me in to trouble, but I can still walk after a 250 mile Sunday run.
