They are painted from the mfr.
If any of the original paint is left after light sanding, I would think it would do no harm to spray more on top.

Polycarbonate helmets should not be painted except by someone who understands the chemistry of polycarbonates and their reaction with various solvents.

From the web site of Polymer Technology and services:
"Polycarbonate does have its disadvantages. It has only fair chemical resistance and is attacked by many organic solvents."

From Dynalab Corporation:
"Poor resistance (not recommended for use) with Concentrated Acids, Bases, Esters, Aliphatic Hydrocarbons, Aromatic Hydrocarbons, Halogenated Hydrocarbons, Ketones and Oxidizing Agents."

Many paints have keytones and aromatic hydrocarbons. Most primers and some paints have oxidizing agents. These chemicals will cause stress fractures in polycarbonate that will not be visible to the naked eye but the damage they do can decrease the impact resistance by up to 90%. Even the glue on some stickers will attack polycarbonate.

Read the warnings inside your helmet. Most polycarbonate helmets recommend only mild soap and water for cleaning. Windex=stress cracks.

Want to paint a helmet? Paint a fiberglass, kevlar or carbon fiber helmet. Leave the polycarbonate painting to the manufacturers. They have paints formulated to their specifications.

I guess I value my noodle too much to buy a cheap helmet. Is a cheap helmet better than no helmet? Without a doubt, but just save up and get a good helmet. Wal-Mart has helmets back in their automotive section.
