Yes, but you'll still have to take the Class C written exam in addition to the Class M written (and driving for Class M if you don't take the MSF course).

Not necessarily. The way Texas law is written, they can still make you take the driving portion even with your MSF certificate. They just don't.

In 7 years, I've only heard of one person that was made to take it and he had a very obvious physical handicap.

But, we can't say that it will definitely bypass the driving test.
