I lowered my bike 3 inches in the back and am going to strap the front when at the drag strip but i was wondering about how much I should pull the forks through if any.

What year / model of bike?
Also you want to watch how much you drop the rear.
Too much, and not only will you be hitting the undertray on your bike with the tire, but you can decrease swingarm angle so much, that the action of the chain / sprocket assembly will actually pull the tire off the ground under hard acceleration, the exact opposite of what you're trying to accomplish.

I have mine sitting stock in the rear but it feels so low compared to other bikes why is that? I even had to lower the front 3/4 inch to make it feel level! and on my chain it is almost all the way back to the back of the swing arm!! Stock set up!!

If you're using a strap I wouldn't worry about lowering the front anymore.
On the '04 GSXR I alos wouldn't lower the rear as far as you have for the reasons I posted above. Max I would go would be 1", I'd then back off the preload and compression adjustment to make is squat easily but tighten the rebound to slow down how fast it returns.
