would dirty carbs make the bike tend to run lean? Or does one not affect the other?

I've been noticing the bike has been running a lot hotter the past couple months and was wondering if it's because the bike is running a lot hotter. My right leg is noticably hot and the seat gets really hot (the air box is right under there).
