i was order by the court to take a MOSC (motorcycle operators safety course ) is that a fancy was of saying MSF ?

Kind of. If you already have your license, you can take either an Experienced RiderCourse (ERC) or a Basic RiderCourse (BRC) to dismiss the ticket.

If you don't have your motorcycle license, you'll have to take the BRC.

i dont have a street legal bike anymore mine is tracked out so i guess imma have to take the BRC
